We Should Have Stayed In Iraq -- Oh, Really?!

Is Obama responsible for the rise of ISIS and the chaos and conflict raging in the Middle East? Republicans, especially the now unrepentant Jeb Bush, say Obama's decision to pull troops out of Iraq caused this debacle. Nonsense. "One can argue the single most consequential decision that brought us to today’s deplorable situation is the decision to invade Iraq." This from the conservative National Review. No kidding!

As for pulling out of Iraq, Shortly before Obama took office in January 2009, his predecessor, George W. Bush, finalized an important agreement after about a year of negotiations with Iraqi Prime Minister Nouri al-Maliki. Called the Status of Forces Agreement, it spelled out the withdrawal of all American troops by the end of 2011.

The agreement failed over a demand by the U.S. that American troops be given immunity from prosecution by Iraqis, a very touchy political issue within the Iraqi Parliament. Obama was not going to allow American troops to be judged by Iraqi courts after the disaster that was the Bush Administration's prosecution of the war.

No immunity meant no residual troop presence. In an October 2011 news conference, Nouri al-Maliki said, "When the Americans asked for immunity, the Iraqi side answered that it was not possible. The discussions over the number of trainers and the place of training stopped. Now that the issue of immunity was decided and that no immunity to be given, the withdrawal has started."

One can easily imagine how "enraged" Republicans would've been had Obama agreed to allow American troops to be prosecuted in Iraqi courts for alleged crimes. They might've started throwing shoes!

Bush Leaves Office

Americans are prone to be generous and forgiving -- inclined to pull for the underdog. We see this now as George W. Bush leaves office. There are those who object to the criticisms leveled at the former president, and defend his record despite clear evidence of malfeasance and his historically low public approval ratings. Others contend that we should cease rehashing the past and move on to confront the daunting challenges that lay before us.

The Tri-City Herald (McClatchy), allowing the former president to speak for himself, published the full text of his farewell address to the nation without editorial comment (Sunday, January 18, 2009). The former president in outlining what he sees as his accomplishments and in defending his record told us, “I’ve always acted with the best interests of our country in mind… and followed my conscious.” Perhaps we can take him at his word, but it would be an egregious mistake to sugar coat, excuse, or pass over his record in office over the last eight years, whatever his motivation.

One of our nation’s great historians, Pulitzer Prize winning author, David C. McCullough, tells us that, “History is a guide to navigation in perilous times. History is who we are and why we are the way we are.”

Whether or not we, as a nation, hold Bush and others in his administration legally accountable for abuses, misconduct, and criminality as some demand, surely we must as a people ensure that history hold him morally accountable. We must learn from our mistakes, for without doubt these are perilous times, and we must reaffirm who we are to ourselves and to the world.

Bush's Midnight Regulations

The online news organization ProPublica has been tracking last-minute rules and regulations that George W. Bush has been pushing through the rulemaking process in the Administration's waning days. Termed "Midnight Regulations," these are typically changes that if allowed to proceed through a normal rule-making process with time for public comment, would raise significant concern, if not outright revolt.

The rule changes range from weakening the Endangered Species Act to amending procedures for releasing documents under the Freedom of Information Act. A new National Parks rule allowing loaded guns and concealed weapons into some national parks went into effect January 9th. Another rule out of Health and Human Services establishes that federally funded health institutions will allow employees to refuse to provide services that they find "morally reprehensible or "at odds with their religious principles." The rule could well limit a woman's access to federally funded reproductive health services.

The Administration has so far submitted 60 rules and hopes to see them finalized before President-elect Obama takes office.

Beating Around the Bush

New revelations about the Bush Administration’s arrogant disregard for responsible governance seem to come cascading down around us every day. The latest comes in the form of a Justice Department investigative report that concludes that hiring decisions at the Justice Department were illegally politicized. In other words, the sign over the door read, Bushies Only. We suspected as much when former Attorney General Alberto Gonzales, testifying before Congress on the firing of prosecutors claimed not to “recall remembering” being involved in or even being aware of the firing of prosecutors who were not Bush loyalists. Now, the report by the DOJ's own Office of the Inspector General and Office of Professional Responsibility states that
Monica M. Goodling, the White House Liaison at DOJ, and her deputies had broken civil service laws, run afoul of department policy and engaged in "misconduct" in the hiring and firing of prosecutors, judges, and other DOJ applicants/employees. Goodling is another Bush appointee chosen not because she was the best qualified for the job – she graduated from Messiah College and Pat Robertson’s Regent law school – but because she was a Christian conservative Bush zealot.

The Bush Administration has been infamous for its distortions and manipulations of the truth on many fronts. In another case, the panel that advises the Centers for Disease Control and Prevention on lead poisoning was planning to strengthen lead poisoning regulations in response to science showing that smaller amounts than previously understood could cause brain damage in children. Before the panel could act, then Secretary of Health and Human Services (HHS) Tommy Thompson, a Bush appointee, rejected the recommendation and replaced two members of the panel with individuals tied to the lead industry.

It was also under Thompson that HHS downplayed the true cost of the prescription drug benefit law by $150 billion. The actuary that pointed out the true cost was threatened with termination if he revealed to Congress his estimate.

Last month, the NASA Inspector General found that White House political appointees in the NASA press office "reduced, marginalized, or mischaracterized" studies of global warming, toning down politically unwelcome conclusions. A news conference on global warming was postponed, according to a senior scientist, because the Bush Administration did not want any negative environmental news before the 2004 election.

Under the Bush Administration, scientists who work for and/or advise the federal government have seen their work manipulated, suppressed, or distorted, while government agencies under the direction of Bush appointees have systematically limited public and policy maker access to critical scientific information. The Union of Concerned Scientists has constructed a clever web site in the form of a periodic table illustrating the wide spread manipulation of science by Bush and his minions.

But hey, "Great job, Brownie."
